The story is that Lady Curzon (1870-1906), wife of the Viceroy of India Lord George Nathaniel Curzon, had her cook provide this method of supplying the necessary alcohol at teetotal events.
She also has an Escoffier receipt for chicken - Poularde Lady Curzon - named after her.
